    Yes you can buy an 80% AR lower to complete by you and for you, not for resale after completing them...if you do there is a procedure to go through.

    Any 80% lower or frame is legal to build for yourself. When you sell one you built it has to go through an FFL.

    To answer the OP's question. It's a POS, and getting it legal with be a PITA. That's about it, but good luck to you.

    Don't pay that for it. It's obvious it was peiced together with throw away parts. Mag catch fit looks terrible,non beveled mag well. Mag appears to sit up inside the frame, bad fit on bottom of mainspring housing etc. you can get a good shooter with a warranty for that price.

    I would walk away from the deal. No serial# on frame is a big red flag unless you built the gun yourself.
